Article 1. Purpose and Scope
This Certificate and Management Systems Policy (hereinafter: the Policy) governs the manner in which Facility Management Services FMS DOOEL Skopje, with registered office at 20th October no.4, Skopje 1000, Republic of North Macedonia (hereinafter: the Company), establishes, maintains, monitors and publicly communicates its management system certificates and the related policies on quality, environmental management, and occupational health and safety.
The Policy applies to the entirety of the Company’s operations and is binding on all employees, associates, subcontractors and business partners who participate in the delivery of the Company’s services. The Policy is publicly available on the website https://fms.mk/ and serves as evidence of the Company’s commitment to meeting international standards for quality, environmental protection and workplace safety.
Article 2. The Company’s Certificates
The Company holds three active certificates issued by the certification body TUV NORD CERT GmbH, Am TUV 1, 45307 Essen, Federal Republic of Germany, accredited in accordance with ISO/IEC 17021-1:2015 by Deutsche Akkreditierungsstelle GmbH (DAkkS), accreditation number D-ZM-12007-01-00, and a member of the International Accreditation Forum (IAF).
2.1 Certificate ISO 9001:2015 – Quality Management System

The certificate confirms that the Company has established and operates a quality management system in accordance with the requirements of ISO 9001:2015 and that it will be monitored for conformity throughout the three-year duration of the certificate. The scope of certification covers: property management; construction and trade services and works; design and installation of heating, cooling, plumbing, electrical and construction works; interior fit-out services for business premises; professional hygiene maintenance services; and consultancy and brokerage services.
2.2 Certificate ISO 14001:2015 – Environmental Management System

The certificate confirms that the Company has established and operates an environmental management system in accordance with the requirements of ISO 14001:2015 and that it will be monitored for conformity throughout the three-year duration of the certificate. The scope of certification is identical to the scope set out in Article 2.1 of this Policy.
2.3 Certificate ISO 45001:2018 – Occupational Health and Safety Management System

The certificate confirms that the Company has established and operates an occupational health and safety management system in accordance with the requirements of ISO 45001:2018 and that it will be monitored for conformity throughout the three-year duration of the certificate. The scope of certification is identical to the scope set out in Article 2.1 of this Policy. This certificate is the successor to the Company’s previous certification under BS OHSAS 18001, under which the Company had been certified since 2018.
Article 3. Quality, Environmental and Occupational Health and Safety Policy
The Company has established an integrated policy on quality, environmental management, and occupational health and safety, signed by the Company’s director and binding on all employees and associates. This policy has been established in order to ensure that the services delivered to clients fully meet their requirements and comply with applicable statutory regulations and national and international standards.
Client orientation and client satisfaction with the work performed are the Company’s most important values by which it measures and defines its performance.
In order to achieve, maintain and strengthen those values, the Company makes the following permanent commitments: to employ skilled and ambitious personnel who will have both the opportunity and the obligation to continuously develop and improve; to procure state-of-the-art materials and equipment and to maintain and improve its infrastructure and working environment; to foster and develop partnership relationships with suppliers; to offer clients the most optimal and comprehensive solutions; to deliver solutions that fully support the requirements and needs of clients; to exercise care for the natural environment and surroundings; to use energy, raw materials and other natural resources rationally; to prevent the generation of waste and to sort waste materials according to the available recycling options; to act responsibly towards employees by introducing safety measures and reducing the risk of injury and health problems; to cooperate with all interested parties through open and respectful dialogue, with a view to jointly contributing to improvements in workplace health and safety; to implement and improve the effectiveness of its quality, environmental, and occupational health and safety management systems, grounded in the requirements of ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018, and to strive to exceed the level of those requirements; and to set ambitious, measurable and achievable objectives for quality, environmental management, and occupational health and safety.
Every employee of the Company is required to be familiar with this policy, to accept it and to observe it as a permanent principle in their own work.
Article 4. Availability of Certificates
The certificates issued by TUV NORD CERT GmbH are publicly available. Copies of the certificates may be downloaded in PDF format directly from the website https://fms.mk/ on the page dedicated to the Company’s certificates. The following documents are available for download:

The authenticity of each certificate may be verified directly on the website of the certification body TUV NORD CERT GmbH at www.tuev-nord-cert.com, using the certificate identification number.
Article 5. Maintenance of Certificates and Surveillance Audits
All three certificates have a three-year validity period, expiring on 10 June 2027. Throughout the duration of the certificates, TUV NORD CERT GmbH conducts regular surveillance audits in order to verify the conformity of the management systems with the requirements of the relevant standards. The results of surveillance audits are not published publicly; however, the Company is required to address any observation raised by the certification body within the period specified in the audit report.
The Company is required to initiate the renewal procedure for each certificate prior to the expiry of its validity period. Should any of the certificates for whatever reason not be renewed, or be suspended or withdrawn, the Company shall update this Policy and the information on the website accordingly within no more than 5 (five) business days.
Article 6. Rules for Use of Certification Marks and Logos
The Company is entitled to use the certification marks of TUV NORD CERT GmbH and the IAF and DAkkS marks exclusively in accordance with the rules prescribed by the certification body and the applicable instructions for the use of accreditation symbols. The use of these marks must not create the impression that products or services falling outside the scope of certification are certified, nor that the certification body or the accreditation body endorses the Company’s business decisions.
Third parties are not permitted to use the Company’s certification marks, its ISO designations or the TUV NORD CERT GmbH logo without the Company’s express prior written consent. Any use contrary to this provision constitutes an infringement of intellectual property rights and will be subject to legal action.
Article 7. Responsibility for Maintaining the Management Systems
The Company’s director bears ultimate responsibility for the establishment, maintenance, monitoring and improvement of the integrated management system. The director designates a quality management representative who is responsible for: monitoring process conformity with the requirements of the standards; coordinating internal audits and preparing for surveillance audits conducted by the certification body; reporting to management on system performance and proposing corrective and preventive measures; and communicating with TUV NORD CERT GmbH on all matters relating to certification.
Article 8. Complaints and Suggestions Relating to Quality
Any client or interested party who considers that the Company is not fulfilling the standards prescribed by ISO 9001:2015, ISO 14001:2015 or ISO 45001:2018 is entitled to submit a written complaint to the Company at contact@fms.com.mk. The Company shall consider the complaint within 10 (ten) business days and provide a written response. Should the complaint not be resolved to the complainant’s satisfaction, the complainant may refer it to TUV NORD CERT GmbH in accordance with the certification body’s procedures.
Article 9. Amendments to the Policy
This Policy is reviewed at least once a year or whenever there is a material change in the status of any of the certificates, in the scope of certification or in the requirements of the applicable standards. The amended Policy shall be published on the website https://fms.mk/ and shall take effect on the date of its publication.
